The Cluster Development Programme (CDP), implemented by the NHB (Ministry of Agriculture & Farmers Welfare), develops horticulture clusters across the full value chain. The revised 2025 guidelines add Multi-commodity High Value Clusters and Peri-urban Vegetable Clusters.
It covers pre-production and production, post-harvest management and value addition, and logistics, marketing and branding for domestic and export markets.
Assistance is capped at 25% of the Farm Gate Value (FGV) of the focus crop, tapered as 100% in season one and 50% in season two, with an additional 5% incentive on the pattern of assistance and 10% for innovative components (back-ended). Funds release 30% (at 30% progress), 50% (at 80% progress) and 20% over three years via a Subsidy Retention Fund.
